Egypt Petrochemicals Report Q3 2012

Petrochemicals investors have not been deterred by Egypt’s revolution and the subsequent election of a civilian government, with BMI’s latest Egypt Petrochemicals report anticipating ethylene capacity of 1.66mn tonnes per annum (tpa) by 2016.

A number of new projects have been announced since Hosni Mubarak’s regime was overthrown, indicative of confidence in Egypt’s potential. Nevertheless, the country’s turbulent environment is having a direct impact on some parts of the Egyptian petrochemicals industry. In addition, Egypt's near-term growth outlook remains weak and political uncertainty will undermine fixed investment and the global economic downturn will weigh on exports, but household and government spending are expected to outperform, helping to sustain domestic petrochemicals consumption.

Aside from the country’s political risks, over the long term, BMI believes that Egypt is ripe for investment in petrochemicals, due to the potential inherent in the domestic market, the country’s trade relations with other markets in Africa, the Middle East and southern Europe and the scale of its upstream resources. Egypt’s polypropylene (PP) market was estimated at 400,000 tonnes in 2011, with domestic production meeting less than half of demand. BMI forecasts 5-7% growth per annum between 2011 and 2016, pushing demand up to 550,000 tonnes by the end of the period. However, planned capacity increases will be insufficient to cover domestic demand and at least half Egypt’s PP requirement will have to be imported.

Other projects include the Egyptian Ethylene and Derivatives Company (Ethydco) with capacities of 460,000tpa ethylene and 20,000tpa butadiene which is scheduled for start-up in 2015. Sidi Kerir Petrochemicals (Sidpec) is planning to build a 460,000tpa ethylene plant in Egypt, which will take three years to complete. In 2015, Carbon Holdings is planning to bring onstream a polyethylene (PE) complex – with capacities of 900,000tpa ethylene, 400,000tpa propylene – and three PE plants, each designed for 450,000tpa – one high density polyethylene (HDPE) and the other two will be HDPE/ linear low density polyethylene (LLDPE) swing units. Other areas of expansion in Egypt include styrenics, polyester, polyethylene, methanol and fertilisers.

In the Middle East and Africa Petrochemicals Risk/Reward Ratings (RRRs), Egypt is ranked ninth with 44.5 points. It lies 4.0 points behind Turkey and 5.3 points ahead of Algeria. The score has downside risks, owing to the uncertain political environment following the overthrow of Hosni Mubarak. Protests have temporarily closed petrochemicals facilities and continued uncertainty could put potential investment at risk, as well as growth in output. However, growth in capacity should remain stable, making Egypt more self-sufficient in petrochemicals and turning it into a net exporter in some segments.

Azerbaijan Petrochemicals Report Q3 2012

In 2011, petrochemicals and downstream industries reported stellar growth as the industry enjoyed an influx of fresh investment and strong demand. The chemicals industry was one of the strongest non-oil industrial segments for the year, with 36% growth, while rubber and plastic output rose 25%.

The expansion of the petrochemicals sector in Q312 and beyond will be closely linked to the performance of Azerbaijani methanol producer AzMeCo, which is planning to export about 90% of its output when it completes its US$360mn plant in Q113. The plant will have a capacity of 560,000 tonnes per annum (tpa), raising methanol production in Azerbaijan to 720,000tpa.

The remainder of AzMeCo’s output is for domestic use and it will be employed to bolster the domestic non-oil industry, leading to the production of acetic acid (165,000tpa), formaldehyde (18,000tpa) and melamine (15,000tpa). A fertiliser project is also planned at AzMeCo’s Karadagh facility, with capacities of 255,000tpa ammonia and 500,000tpa urea.

State Oil Company of Azerbaijan Republic (SOCAR) is also planning two fertiliser plants, with 700,000tpa of urea capacity each – one in Azerbaijan and one in Georgia. Construction is due to begin in mid-2013, with completion due by end-2016. Azerbaijan is aiming to raise its fertiliser exports to 1mn tpa.

Azerbaijan is in 10th and sits at the bottom of BMI’s proprietary Central and Eastern Europe Petrochemicals Risk/Reward Ratings, with a score of 32.7, 6.6 points behind Bulgaria. Azerbaijan’s score could rise if plans for a new integrated petrochemicals complex come to fruition, but this is unlikely to come onstream before 2018 at the earliest. Azerbaijan’s considerable energy reserves and rising gas output have meant petrochemicals capacity has been overlooked, largely owing to a poor business environment, which has deterred investors. However, there are signs that things are changing for the better, as the government is making a concerted effort at restructuring the sector.

Algeria Petrochemicals Report Q3 2012

We maintain our view that the Algerian economy will experience moderate rates of real GDP expansion, with growth rates of 3.0% and 1.9% forecast for 2012 and 2013 respectively. This reflects the country’s poor external outlook and a contraction in public consumption. We expect a deterioration in the local petrochemicals market, with low or zero growth anticipated over the medium term.

The government's plans to cut back on spending from 2012 and beyond will be countered by continued growth in fixed investment and, over the longer term, an uptick in hydrocarbons export receipts.
Household spending is set to expand at a relatively constant rate. This should sustain demand for plastic products, particularly in packaging applications, thereby providing opportunities for Middle Eastern and European producers hoping to use the North African market to offset diminishing demand growth in their own markets. Healthy domestic demand will lead to a rise in imports of finished products. The country’s petrochemicals industry is narrowly focused, with a low level of capacity, and the country will remain dependent on imports. However, Algeria's massive import needs will cause net exports to shrink precipitously.

In 2011, it is estimated that Algeria had petrochemicals production capacities of 130,000 tonnes per annum (tpa) ethylene, 178,000tpa of polyethylene (PE), 40,000tpa of vinyl chloride monomer (VCM), 35,000tpa of polyvinyl chloride (PVC), 120,000tpa of methanol and 990,000tpa of ammonia. Algeria’s ethylene and PE capacities are forecast to remain static until 2014, after which they will increase in line with the addition of new capacity. By 2016, ethylene capacity is anticipated to be 1.23mn tpa and PE capacity will be 878,000tpa, with further new capacity in the production of other derivatives also anticipated. Methanol production capacity will increase by 1mn tpa to 1.12mn tpa and with Sonatrach expected to complete a new plant, in addition to new fertiliser plants, the country will have ammonia and urea capacities of 5.59mn tpa and 3.59mn tpa, respectively.

Algeria ranks 10th in BMI’s Middle East and Africa Petrochemicals Risk/Reward Ratings (RRRs) matrix, with an overall score of 39.2 points – 5.3 points behind Egypt and 7.2 points ahead of Nigeria. Its petrochemicals-specific scores benefit from progress at the Arzew petrochemicals complex, although delays to the project are undermining the country’s petrochemicals market risk score. Algeria scores lowest on almost every indicator and this is likely to remain the case until the Arzew complex comes onstream.
