Libya Defence and Security Report Q3 2012

Libya is at a significant crossroads following the conclusion of the country''s civil war in 2011, and the subsequent end of the 42-year rule of its leader Colonel Muammar Qadhafi. The country is home to an educated population and a considerable oil and petrochemicals industry. For these reasons, the internal situation in Libya has significant ramifications beyond the country''s borders. The report examines Libya''s current defence and security environment, and the prospects for restoring the country to normality following the end of the civil war. The general conclusion reached is that while Libya has a clear potential to emerge as a peaceful, democratic and prosperous member of the international community much work remains to be done in stabilising the current security situation.

In terms of the reports key findings, BMI believes that the most pressing priority for Libya''s new leaders in the National Transitional Council (NTC); the caretaker government pending elections expected in June, is to stabilise the security situation by disarming those anti-Qadhafi militias still in existence and providing them with the opportunity to either join the emerging Libyan armed forces, or to be assisted in their search for productive work. Secondly, the NTC must work to reduce the illicit flow of arms from the country, which have been taken from Libyan army stocks during the civil war. These weapons are finding their way to insurgent groups in Africa and further afield. Thirdly, the NTC must press forward its efforts to reform, recapitalise and reorient the country''s armed forces. This can be done via the integration of former militias into the Libyan armed forces, and via the acquisition of new military equipment. The NTC must also continue to work for the disarmament of anti-Qadhafi militias whom have not yet surrendered their weapons.

In addition, the TNC must endeavour to reduce tensions existing between several of Libya''s ethnic groups.
A number of changes have been made since BMI published its last Libya Defence and Security Report.
These include: Updated analysis regarding Libya''s internal security situation and intra-ethnic violence. A detailed summary of the NTC''s efforts to reconstitute Libya''s armed forces, and to equip the armed forces with new materiel.

An examination of the NTC''s efforts to secure weapons looted from Libyan army stocks during the civil war, including Man-Portable Air Defence Systems (MANPADS).

A discussion of the efforts ongoing in Libya to destroy recently discovered and undeclared stocks of chemical weapons which were held by Qadhafi''s regime.

The Romanian Defense Industry Market Opportunities and Entry Strategies, Analyses and Forecasts to 2016


Romanian defense expenditure declined at a CAGR of -11.96% during the review period to an estimated value of US$1.64 billion in 2012 as a consequence of the global financial crisis and fiscal pressures in Romania. The country’s military expenditure is estimated to register a CAGR of 6.78% during the forecast period, to value US$2.14 billion in 2016. Defense expenditure is expected to be driven by factors such as participation in peace keeping missions, joint training operations, and improvements in border control measures. As a result of a decrease in overall defense expenditure, the country’s defense budget as a percentage of GDP is also expected to decline, from 0.8% in 2011 to 0.7% in 2016 (reference see graph below).


Romania is expected to invest US$9.39 billion in its armed forces, of which expenditure on the acquisition of military hardware is forecast to be US$1.56 billion, offering foreign OEMs limited opportunities to cater to the Romanian defense industry. Due to the economic crisis, Romania had postponed the procurement of equipment in 2011, which resulted in dropping shares of capital expenditure in overall defense expenditure.
According to Transparency International's 2011 Corruption Perceptions Index, Romania dropped in rank to 25th in the EU. Incidents of malpractice within the country’s military industrial base may limit the growth of the country’s defense sector. In addition to damaging the country’s image in the global arms market, it also discourages foreign OEMs from entering the market.

As a result of low investment on R&D of advanced technology defense systems, the country’s defense capabilities are limited in terms of production of aircraft, small arms, and ammunition. Many domestic companies act as subcontractors to larger European and US defense companies. This forced the country to import defense equipment such as air defense systems, sensors, aircraft and aircraft parts, armored vehicles, missiles, and engines, as domestic suppliers lack the capabilities to manufacture advanced defense systems.

The Russian Defense Industry Market Opportunities and Entry Strategies, Analyses and Forecasts to 2017

Homeland security spending is expected to increase at a CAGR of 5.90% during the forecast period

London, June 6th, 2012 – Russian defense expenditure registered a CAGR of 10.19% over the review period and is estimated at US$77.9 billion in 2013. It is forecast to grow at a CAGR of 18.00% over the forecast period to reach an estimated US$151 billion in 2017. Defense expenditure as a percentage of GDP is expected to increase from 3.1% in 2012 to 4.9% in 2017. In total, the country is forecast to spend an estimated US$556 billion on its armed forces over the forecast period, of which approximately US$277 billion will be allocated for capital expenditure (reference see graph below).


In 2008, the Russian government passed the Strategic Sectors Law (SSL), requiring any foreign firms wishing to purchase a controlling interest in a domestic defense firm to be pre-approved by the government. If approved, the foreign firm can only operate as a minority shareholder in the venture and cannot make decisions which would affect the manufacture or sale of the defense systems produced. This restrictive market entry policy has severely limited opportunities for prospective foreign OEMs to enter the Russian defense industry.

From the Soviet era onwards, Russia has traditionally developed its own defense technology in competition with Western nations. Following the disbanding of the Soviet Union, Russia’s investment in the modernization of its defense systems reduced drastically, as funds were diverted towards the reconstruction of the country. Since this disbanding, Russia has been reluctant to allow foreign companies into its defense industry, an attitude that has proved to be a strong entry barrier for foreign OEMs.

The Russian defense sector is saturated with domestic firms, which cater to the majority of the Russian armed forces’ defense needs. Therefore, entry for foreign defense companies is severely restricted, with governmental approval required. Also, foreign firms are not allowed to establish ventures in order to manufacture defense goods in Russia, with foreign companies only permitted to hold a minority share in Russian defense firms and not having the right to make decisions pertaining to the manufacture or sale of defense systems.

The Czech Defense Industry: Market Opportunities and Entry Strategies, Analyses and Forecasts to 2016

London, May 28th, 2012 – The Czech defense expenditure declined at a CAGR of -3.88% during the review period to US$2.41 billion in 2011. The country’s military expenditure is estimated to register a CAGR of 1.33% during the forecast period, to value US$2.54 billion in 2016. Defense expenditure is expected to be driven by factors such as international peacekeeping operations and counter-terrorism amid budget cuts by the government. As a result of a decrease in overall defense expenditure, the country’s defense budget as a percentage of GDP is also expected to decline from 1.1% in 2011 to 0.9% in 2016 (reference see graph below).











Czech Republic is expected to invest US$12.29 billion in its armed forces, of which expenditure on the acquisition of military hardware is forecast to be just US$1.77 billion, offering foreign OEMs limited opportunities to cater to the Czech defense industry. Furthermore, with a defense budget of US$2.4 billion, the Czech Republic invests a relatively small portion of its GDP towards defense in comparison with other European countries such as the UK and France.

Incidents of malpractice within the country’s military industrial base may limit the growth of the country’s defense sector. Recent cases of corruption and bribes in defense deals such as the Pandur contract, leasing of Gripen fighters, and CASA aircraft deals prove the high corruption level in Czech Republic. In addition to damaging the country’s image in the global arms market, it also discourages foreign OEMs from market entry.

As a result of a lack of domestic defense capabilities, Czech Republic is dependent on foreign suppliers to meet its military requirements. The country’s defense exports declined during the review period, dropping to a mere US$11 million in 2011, due to limited categories for export such as aircraft, armored vehicles and artillery.
